Recently an Ebay member states these as being used to move railroad ties. Could be. As anyone mechanical will have heard, necessity is the mother of invention. So it may have had multiple roles.
Vintage Rogers & Nellis Rafter Hay Mow Grapple, Pat. Mar. 1, 1870. Scissor function on grapple is in good free working condition. This tool was used in hay mows of barns in the early days to be moved around on the rafters as when they brought the hay slings up into the mows so hay could be dumped in different areas. Good clean working condition. Overall length is 17" closed. Scissor opening is 9". Scissor closed is 2". A unique item of days gone by.
